LA EBEWE benchmarking compliance, made easy
Own or manage a building over 20,000 sq ft in the City of Los Angeles? We’ll file your annual EBEWE benchmarking report with LADBS — accurately, on time, and usually within a week.
Coming up: December 1, 2026. Buildings whose LADBS Building ID ends in 0 or 1 are due for their next Audit & Retro-Commissioning (A/RCx) submission or exemption request. Talk to us now if you’re not sure where you stand.
Who’s covered
Privately owned buildings of 20,000 sq ft or more, and City-owned buildings of 7,500 sq ft or more.
When it’s due
Benchmarking is due June 1 every year for the previous calendar year. Audits & RCx are due December 1 on a 5-year cycle.
If you miss it
LADBS charges an initial non-compliance fee of $202, and additional fees can follow. Compliance status is published by the city.
What is the EBEWE program?
The Existing Buildings Energy & Water Efficiency (EBEWE) program was created by City of Los Angeles Ordinance No. 184674 (LA Municipal Code Division 97) and is run by the Los Angeles Department of Building and Safety (LADBS). It has two parts:
- Part 1 — Annual benchmarking: report your building’s energy and water use through ENERGY STAR Portfolio Manager every year.
- Part 2 — Audits & Retro-Commissioning (A/RCx): every five years, complete an energy and water audit and retro-commissioning, or qualify for an exemption.
EBEWE audit & retro-commissioning schedule
Your A/RCx due date is based on the last digit of your LADBS Building ID, and repeats every five years:
| Building ID ends in | Next A/RCx due |
|---|---|
| 0 or 1 | December 1, 2026 |
| 2 or 3 | December 1, 2027 |
| 4 or 5 | December 1, 2028 |
| 6 or 7 | December 1, 2029 |
| 8 or 9 | December 1, 2030 |
Does California AB 802 also apply?
Possibly. California’s statewide AB 802 program covers buildings over 50,000 sq ft, with a June 1 deadline. Buildings in Los Angeles that report under EBEWE are generally not required to file separately with the state, since the state accepts local programs — but confirm for your building. We’ll tell you exactly which filings you need.
How we handle your EBEWE filing
- Set up or clean up your ENERGY STAR Portfolio Manager property
- Request whole-building data from LADWP and SoCalGas when tenants are separately metered
- Review the data for gaps and errors
- Submit to LADBS and send you the confirmation
- Help with exemption requests and city notices
