Boston BERDO compliance, filed for you
Building Emissions Reduction and Disclosure Ordinance (BERDO 2.0) requires covered buildings in Boston to report energy and water use every year. We gather the data, check it, and file it — usually within a week.
Who’s covered
Non-residential buildings of 20,000 sq ft or more and residential buildings with 15 or more units, plus parcels with several buildings that add up to those sizes.
Annual deadline
May 15 for the previous calendar year. Boston extended the 2026 deadline to August 15 — always check the city’s current date.
Verification
Third-party data verification is required in verification years (for example, 2026 for 2025 data for most buildings).
Penalties
Fines of roughly $150–$300 per violation, which can add up daily (to several thousand dollars a year).
What to report
All energy and water used by the whole building — including tenant spaces — for January 1 to December 31:
- Electricity — every meter serving the building
- Natural gas
- District steam, hot or chilled water, if you have it
- Delivered fuels (oil, diesel, propane) — all delivery receipts for the year
- On-site solar production, if any
- Water — whole-building water use
Leave out backup generator fuel. Note any meters added or removed during the year.
Good to know
- BERDO sets emissions limits starting in 2025 or 2030 depending on building size, tightening every five years toward net zero in 2050.
- Each building has a 6-digit BERDO ID and a 10-digit Parcel ID — both are needed to report.
- You also complete a separate BERDO Reporting Form in the city’s portal each year.
- Utility data comes from Eversource (electric), National Grid (gas), Vicinity (steam) and Boston Water and Sewer.
What we’ll need from you
- Building address, plus any utility service addresses that differ from it
- Gross floor area for the whole building and each use (office, retail, residential…), number of units and year built
- Your BERDO ID and Parcel ID (we can look it up)
- Utility data for the full calendar year, January 1 – December 31 (usually 13 months of bills)
- If tenants pay their own utilities: whole-building (aggregated) data from the utility, or signed tenant authorization forms
- Access to your ENERGY STAR Portfolio Manager account, if you have one
- Any notice or letter you received from the city
